Grants insane suzerain bonuses sub-emperor. Synergizes with Culture or Diplo victory. An absolute must on Hungary, pretty good with colonization civs like England, Phoenicia, and Spain. Owls are good depending on city states, of course. Pretty much all 4 societies are good depending on the civ, win condition, and difficulty, although I've only seen limited use with the vampires.
